SB0213 - The bill would create the "Clean, Renewable, and Efficient Energy Act" to establish integrated renewable energy portfolio standards, ranging from 2% in 2011 to 7% in 2015 and succeeding years, that electric providers would have to meet; require electric and natural gas providers to file energy optimization plans; require the State's Energy Office and the Public Service Commission (PSC) to take certain actions related to energy efficiency and conservation; and provide for the establishment of wind energy resource zones.
SB1048 - The bill would amend the Income Tax Act to allow a taxpayer who purchased and installed qualified home improvements for his or her principal residence during the tax year to claim an income tax credit equal to 10% of the amount the taxpayer paid in the tax year for the purchase and installation of each qualified home improvement or $100, or for a husband and wife filing a joint return, $200, whichever was less. The bill would apply to the 2008 tax year and subsequent tax years.

The program utilizes funds through a revolving loan process that requires no out-of-pocket for the homeowner. Loans are paid back through utility bill savings.
